Salary range: £53,479- £56,479 p.a. inc.

Contract: Permanent

Hours of work: 36 hours per week

Location: Civic Centre and other locations from time to time

The Post


This is a new role, working in our newly restructured Commissioning, Contracting and Market Management Team. This is excellent opportunity to work in a dynamic and innovative commissioning service, which has recently been refocussed to operate in thematic industry areas.

You will work closely with the Head of Service, ensuring that the strategic objectives of the commissioning service are delivered, and that the team managers and staff are supported to deliver commissioning excellence.

The new Commissioning, Contracting and Market Management function is critical to the successful delivery of adult social care, and the post holder will be expected to have a strong understanding of all competency areas of the commissioning cycle, as well as a strong understanding of the markets and industries we work with. This role is key to supporting the development of services, and offers a mix of strategic and operational opportunities.

We have a dedicated and high quality workforce who are focussed on delivering person centred commissioning and supporting our most vulnerable residents to achieve the outcomes they want.

Working to the Head of Commissioning, Contracting and Market Management, the successful candidate will lead and manage across the commissioning service, whilst ensuring that we build and maintain good relationships with our key suppliers, as well as developing new services and relationships as necessary.

This posts is an exciting opportunity to use your knowledge, skill and vision in a creative and transformational department.


The Person


We are looking for a confident, articulate and experienced manager, with a track record of leading and influencing at a senior level within a local authority environment. The right candidate will be able to demonstrate significant experience of leading and managing commissioning services as well as significant experience of staff management in a local authority setting. We are also looking for someone with excellent technical commissioning skills, but who also is also innovative and able to work in a flexible and creative way to manage what can be very challenging markets.

The ideal candidate will be self-motivated, able to work on their own initiative and will have a pro-active approach to problem solving. A qualification or significant experience in change management, commissioning, procurement or project management would be helpful, but candidates with other relevant experience will be considered. The right candidate will have excellent interpersonal, communication and influencing skills, and will have an in depth understanding of both commissioning and adult social care.
